As far as I understand , currently , there's no legal limit on the amount of children a couple can have ?
This can cause overpopulation , poverty , competition for resources , etc .
Ideally , a 2 child policy is good. But it would be a challenging leap to implement that. So maybe india can start with a (maximum ) 3 child policy.
Given that there are many child less and childfree couples too, 3 child policy would be an optimum number to ensure sustenance of human species while keeping resource consumption in check.
If we wish to make it more stringent , a rule can be made that the couple needs to submit in writing about their plans to have a 3rd child. ( this can reduce accidental , unplanned pregnancies , which often leads to 3rd child being neglected or not getting a good upbringing)
