How soon after joining the Black Sea expedition can I go wipe out the natives?

I’ve seen a few posts about people getting tired of defending the beachhead and am wondering when I can just go and depopulate their villages and how many and which ones will be enough to stop the attacks; I have looked at the wiki as well and know that killing their leaders will put a stop to the attacks as well.
