How do I reliably go from level 6 to 9 using the Oddity XP system?

I am in the Junkyard and am sitting at lvl. 6 with one bar of new xp; I haven’t spoken to either gang leader yet, I did turn down Abram (I wasn’t sure my skills were good enough for his quests).
Could I just explore and possibly look for oddities in the area north of SGS (that is the Underpassages, right)?
Edit: to whomever cares, I reloaded an earlier save and started Abram’s quest line.
