Bug in top 3 of duos?

Twice in a row, my duos team has made it to the top 3 but got stuck playing against the same team for 10 rounds until one of us was eliminated, while the third team played the same ghost team every single time.
It feels really frustrating since you know who you're matched against and there's no chance of playing the third team.
Is this intended or a bug that can be fixed?
