Plex Usage - Is this normal

I have been running a plex container in Unraid for a bit over a year and it has worked well. At times though I have noticed that I get playback errors stating that my server or network could not handle the stream. At those times, I was only doing 1 stream on a local network. Today I did a bit of testing and see that a single stream, transcoding with my GPU) is taking about 50% of the CPU. Is this normal?

Here are some screenshots. Nothing else was happening on the server at this time other than this one playback stream.
