Merit aid for OOS transfer students?

Hi everyone, I am a prospective transfer student from an OOS cc. I really liked it at Umass when I visited and it is one of my top choices. However I am concerned about the cost of attending OOS. I have read on previous threads that need-based aid is usually only given to in-state students so I was wondering what the likelihood of receiving merit based aid is for a transfer student from OOS to make it more affordable. Would being admitted into CHC improve my chances of receiving merit scholarships?
