Pitch, fore weight offset, roll issues

So when I am building any ship, getting all three of these into a good area is a beast, specially pitch. Usually I add 14 inches to my deck armor just to get the ship balanced. For DD's pitch and roll seem to be a list cause. Any suggestions?
