Stopped by police.

Need some advice.
I was coming down a duel carriage way cruise control on 56mph I’m approaching a van going 45/50 I move over to get past when a small grey corsa in front of him moves over in front of me without indicating starts breaking to a standstill they two people get out claiming to be police officers.
No lights they had ID badges but I can’t see what I did wrong
