There are EU-wide regulations (not laws) which are in turn implemented by laws in each member state's own legal systems. (Which is where the R in GDPR comes from).
It is for this reason that many EU regulations continue to be law in the UK's three legal systems (England & Wales; Scotland; and Northern Ireland) after Brexit, because the pieces of 'implementing legislation' which effectively copypasted the various regulations into law have, for the most part, not been repealed.
The ECJ is an appeals court, and completely separate from the EU, which is why it still has jurisdiction over many UK Supreme Court cases.
