Can I get Ukrainian citizenship if I was born there?

I was born in Ukraine 30 years ago, to Ukrainian parents. Then, we moved to another country and we don't have Ukrainian passport anymore, although, I have my original certificate of birth.
Do you know if I can get citizenship/passport? And what would it take. Btw, I don't speak or read Ukrainian, but my Russian is ok.

I'm dual Ireland/UK, both countries recognise it, but I cannot seek Irish Embassy assistance while in the UK, and vice versa.
