Labour say they won't have money for big policies. What could some high impact & low budget policies be?

Labours response to lots of ambitious policy ideas is that there's no money for it. But there are a lot of things they could do on a budget.

For example:

Voting/house of lords reform

Drug reform (e.g. cannabis legalisation & taxation)

Right to die

What other low budget policies would you want to see Labour deliver?

Sell them to people wealthy enough to be on the housing ladder.

People unable to afford to buy (i.e most renter) won't be able to afford to buy that home, and also now have fewer rental homes to choose from, driving up rents as well.
