Transferring to a top CS school from UIC

Hey, there's a good chance that I will be going to UIC because it's cheap and I didn't get accepted to any top 20 CS schools that are affordable. I've been accepted to CS in engineering at UIC. How difficult would it be to transfer to a top 20 CS school after 1-2 years? Have you heard of anyone doing so? I have a 35 ACT but low gpa and want to transfer to a school like Purdue, Cornell, UIUC, GaTech, etc. after 1 or 2 years. What kind of gpa/internships would I need to be able to transfer?

Edit: I've been accepted to Rutgers, Ohio State, IIT, and been waitlisted/deferred at UMich and Purdue
