Does the recent Pentagon report on UFOs explain cases of close encounters of the 2nd or 3rd kind?

Most recent sightings reported in the media are of close encounters of the 1st kind based on J. Allen Hynes’s classification. Just curious if the report was able to explain cases of the 2nd and 3rd kind. They can’t explain those as secret experimental aircraft 🤨!
