Is Conor's (probable) substance abuse problem not being taken seriously enough?

Seems like every video that's posted of him doing anything in public he comes across as seriously drug or alcohol affected. I can't think of another professional athlete, not just in MMA but all pro sports, who seems to be as continually fucked up as he is. It seems to be to the point where it makes his personality come across entirely differently from how it did as recently as like two years ago, even when he isn't clearly inebriated like in the interview he did with Ariel.

My feeling is that this just gets handwaved away a lot as Conor being Conor, and maybe that's fair enough, but to me it seems a bit more than that. Maybe people who have been longer-time MMA fans than me can tell me if it always came across this way or if it feels different to you too. Just to me as someone who has had substance abuse affect people close to them that he has almost rewired his entirely personality and demeanour to a degree which is something you do see from people who go through periods of drug binges.

Curious to hear the thoughts of others on this.
