Why are professors able to get away with being "bad at technology" at this point?

Sort of a rant, sort of an actual question.

In my time at UW, my experience with professors has varied in all sorts of ways, but one things that's truly been all over the place is their ability to use the basic technology-related tools provided to them. It seems to be most problematic when it's Canvas. A lot of professors seem to make it work, but a good handful of professors are completely incompetent when it comes to using Canvas. I'm not sure if it's technically a requirement for classes here to use Canvas, but it seems to at least be the standard expectation for students.

I'm currently in a class where the Canvas page is a total wreck, and the professor hasn't provided any sort of outline for the class like many professors do in the syllabus, so it's somewhat difficult to keep up with what we're supposed to be doing. There aren't even dates for quizzes or exams posted. The professor loves to say she's "so bad at technology" and stuff, but she's like...thirty. To help you further picture what the class is like, she can barely make a slideshow work. Maybe I'd understand if it was a professor who was old as the hills and about to retire, but it seems ridiculous that professors who have been around technology for the majority of their life and career struggle to use the standard tech for their job. It's just aggravating when a professor doesn't keep their Canvas coherent and also doesn't provide a road map for assignments in the syllabus.

So on to the actual questions I'm curious about, does UW provide any resources to professors to figure out how to use Canvas/other basic tech they're expected to use? Does UW offer guidance for how professors can best structure their class/communicate that structure to students? Is Canvas required to be used in classes?
