Should I appeal to UCR?

I was denied admission to UCR today and I don’t know if I should appeal. I really want to go to UCR because some of my friends are going and my uncle is transfering there next school year. My gpa is a 3.4 and I have retaken the SAT without essay and improved my score from a 790 to a 970. I am trying to major in computer engineering. Senior year has been one of the best grades I have gotten (3.9 gpa).
I also need advice on how to write the appeal because it is 500 characters max.
