WSJ/THE released their 2021 rankings yesterday with, once again, UCLA ahead of UCB.

Yes, UNC is ranked higher albeit by one place. UNC ranked 33rd overall with UCB 34th. Although academic reputation is a factor, it is not as big of a factor compared to outcome, resources, and engagement.
Which explains why UCB ranks high in world rankings thanks to their research while ranking lower in US rankings.
In the WSJ ranking, UCB ranks lower in outcome, environment, resources, and engagement compared to UCLA.
WSJ/THE are very explicit and detailed in their methodology. Check it out.
Some key differences between US News and WSJ/THE rankings is that US news gives double the weighting to academic reputation, 20%, vs. WSJ/THE's 10%, and US news weighs resources at 20% vs. WSJ/THE/s 30%.
