Can I switch out of my major, and then later on add it back as a "second major"?

For instance, if I manage to switch out of biochem but into EE in my second year, would I still be able to request to double major in biochem in my third year? I know there is some limitation on only being able to change major once in relation to the school of engineering, so I was just curious about this, thanks!
