Rider left contraband in vehicle

My mom dropped of a few women one day a few months ago and the next was contacted because the rider left their phone. Instead of waiting for her to meet them this strange woman tracked the phone and showed up at our complex. Knocked on all our neighbors doors until she found my mom. She got her phones(plural) left and then came back because she realized she left drugs In my moms car. The woman was clearly strung out when I answered the door and of course Uber did nothing.
