Small children and car seats

I was at Oā€™Hare this morning where it was super busy. I get a ride thatā€™s a decent distance but a pretty easy drive. About $28. I pull up at its a couple with two suitcases, dragging a foldable wagon with two small children in it. They looked to be about 1 and 3. I asked if they had a car seat and they said no. I told them that I couldnā€™t take them without car seats. Mom said ā€œOK, thanksā€ but Dad looked pissed and was about to square up.

How often does this happen? Iā€™ve only been driving a few months and I gotta be honest, as a father Iā€™m dumbfounded how you travel with small kids and donā€™t bring car seats.
