RSI nearing all-time low, ratings 30- indicate STRONGLY OVERSOLD. MACD Signal line still in the negative, though trending positive against the MACD line. While the signal line being above the MACD indicates “Buy” conditions, both being negative values indicates uncertainty in the market, as it MAY still be a false signal. If Signal goes above the Zero line, and stays there for a few days, it’ll indicate STRONG buy conditions with high certainty.
