advice on moving to Tyler for visually impaired person

I plan on moving to Tyler in the future. I am visually impaired and cant drive, is Tyler a place someone can get around good enough using public transportation? Is there any place that's helps with housing? It will just be me and i will sometimes have my daughter. I'm not sure where to start in the moving process any advice would be great TIA
