Help patching RRT3 for Windows 10

I’m trying to update my steam version of Railroad Tycoon 3 I got with the RRT II and Railroads bundle so I can play it on my Windows 10 machine and I’ve hit a snag. When I go to download the unofficial 1.06 patch at http://hawkdawg.com/rrt/rrt3/Xtras/#v106patch it says something like “exe not found” when I launch Setup06. Does anyone know a fix for this?
