Is my turtle dead or in brumation?

Hi, so I've owned an eastern painted turtle since for 4-5 years now. Hes currently in a 75 gallon tank with a slightly younger cooter. As of today he has now stopped swimming in the water and is completely floating underneath his basking platform. His nose is out of the water and his limbs are straight out. Is he dead or in brumation? His heater has recently broke so Im wondering if the water got cold enough that he went into it. I can attach a pic if need be.
