Are there any concerns I ought to have about getting a new tank? (For instance, a nitrogen cycle for turtles?)

For instance, I know that, for fish, there's something called the nitrogen cycle... I don't know much about that (I've only ever owned a turtle). My RES is about ten years old now (got him in the sixth grade, and now I am finishing up university!). The particular tank he's in now has been his home for about six or seven years. Are there any concerns I should have about getting a new tank? Can I get a new tank, set it up properly, and put him in there? Are there any accompanying health risks? I want this to be an improvement in his quality of life; I want to avoid anything that could harm him!
