New to me used 2013 tundra crewmax sr5. So I noticed my fogs are always on when I turn on my headlights to drive at night, and that's with the fog light collar in the Off position. Nothing happens to the fog lights when i rotate the switch on the shaft. They only go off when I turn off the lights completely.

Why are my fog lights always on? Was this a mod done by the previous owner?

I've searched online for this issue but what comes up is mostly people wanting to actually do this and have their fogs on all the time. I want to turn on my headlights and be able to use the switch to toggle my fogs on and off.
