Yes, it's this or "maintain the character of the city", or "this doesn't fit with the city's original plan", or "preserving a historic building that would be knocked down".

Totally agree. Watch your local newspaper and not a week goes by that you don't see some developer forced to scale back local plans for high density housing in favor of fewer units.
Except, for the NIMBYers I don't think it's so much about explicitly preserving value as it is about keeping poor people from living close to them and avoiding traffic congestion, although these are related.
