Sweden's new law

Sweden just passed a law making it easier for 16-18 year olds to get GAC. Among the changes is removing the requirement for a gender dysphoria diagnosis. However, they still need endorsement by a guardian, a doctor, and the National Board of Health and Welfare. Idk exactly how a doctor and/or the board could back GAC without GD... thoughts?
