Why was spectate removed?

As the title states, I'm really curious as to why spectate was removed. I looked around and all I really saw was to not allow people to cheat by ghosting. If they're killing you, the killcam shows exactly where they are, aside from that I can see this being an issue when used to find someone's teleporter, a hidden sentry, a enemy med's uber or maybe the spies before the match starts, but why not just make it impossible to see those instead of removing one of the two tools to fight cheaters. I feel like this is a much more solvable issue compared to cheaters and bots with ways to mitigate it. They barely give us anything to fight cheaters, and I feel like removing this was stupid.

I'm finding it very annoying, because last game someone said our pyro was aimbotting, and since he was using his shotgun a lot, I tried spectating him, for a solid 5 minutes I tried, and eventually realized they must have been joking. This has happened multiple times before, I think someone is cheating, but want to be certain, so I spend half the game killing myself, waiting for it to allow me to switch, accidentally passing the person and having to pass through spec-ing everyone else and finally finding them, only to find I have 2 seconds before respawn.

TL:DR Why they remove spectate. I really liked it.
