Family plan in different countries

Hey, i live in Brazil whit my family but i have a brother that currently is living in Germany. We tried to create a Family plan here so he could participate and wont be paying it in Euro, but when we tried to link his account to the plan Spotfy said that it wasn`t possible because he was living in another country. He had a Premium account paying it in Euro until now, could that be the problem? What can i do to link his account in Germany to our family plan in Brazil?
