Why does the console version of a game has local coop, but not on PC

I was wondering, why games like Borderlands or Lord of the Rings: War in the North have a local coop mode on console, but not on PC.

Multiple inputs is possible for PC, as many other local coop games show. They already developed the coop mode for console, why not port it to PC? It can't be because of performance problems, can it?
