What way are new games not utilizing their full processing potential?

I was thinking about how games on the N64 and such relied heavily on intricate gameplay and storytelling since graphics for all games was pretty much the same across the board. There's only so much you can make with 64-bit graphics.

So, now that graphics have ramped up immensely in the past few years, we see the shift from interesting gameplay mechanics to good-looking games. I'm not saying graphics are a waste of resources, but rather there's also so much more that can be done on the gameplay side of things with today's processors.

For instance, why are there no advanced economies in sandbox games like Skyrim?

My question is aside from EVE Online which relies on its players to make the economy function like it does in reality, are there any games that focus on making advanced gameplay mechanics like a realistic economy or something along those lines?
