I have found a hobby that has reduced me pulling my hair when I'm in and idle situation, like watching TV or something. I've started knitting and the sensation I get is actually similar. I like how it makes my fingers feel, and the pulling of the yarn (especially thinner yarn). While it doesn't satisfy the sensation I get on my scalp, I've been knitting in the evenings when I'm most anxious and have urges and I've noticed I'm pulling less and less.
Just thought I'd share if you think it'll work for you too.
