how did growers get licenses ten years ago.

I live in a state where marijuana has the possibility of become legal and I was wondering how in the beginning dispensaries and growers got the licenses? In my mind there would be a sort of land run to get a license and as such would be regulated. Was there a lottery to see who got a license and who didn't?
