Best thing you can do aside from gathering signatures and spreading leaflets is getting a prescription and buying a certain amount from your pharmacy on the regular. Pharmacies have a L O T of lobbying power (if you own one or more pharmacies you're almost certainly a millionaire) and seeing the gains from improved access to weed go away is going to make a lot of very rich people very angry.

Developing countries have a good chunk of the non-agrarian non-tourism economy dedicated to the sale of various small high value items like SIM cards, phones and now weed so pissing off literally TENS. OF. THOUSANDS. of vendors seeing a sudden and steady windfall was just completely unpalatable politically speaking.
