Framerate/Lag?

I just started today but holy hell. The first city I went to, there were at most 15-20 players on screen and my framerate went from 150 frames per second to 10. And my screen would "stick" every second or 2. I can only assume I'm not the only one running into this issue? I've tried lowering my settings but none of it is helping.
