Where can I find Black Rafflesia mobs?

I'm trying to farm the Grand Spontoon recipe, which drops from a mob called Black Rafflesia. TOSbase says it spawns in a zone called Letas Stream in Klaipeda region, but it's not on the world map anywhere.
I'm guessing the zone got renamed, or the mob got moved to another zone. Has anyone seen them?
