Tree Removal Over City/County Owned Trolley Lines (Ohio)

I have an older tree in my front yard, which based on recent discussions with an arborist is healthy. I also know it hangs over power lines and electric trolley lines (far enough above as to not interfere with them).

When it comes time to remove the tree is there any chance that the fact the tree hangs over county property (the trolley lines are county operated) and public utilities that either company would assist in the cost of tree removal?

The main reason I ask, any damage to repair that infrastructure (regardless of how well insured the tree company is) would be disruptive. Whereas if the county or electric company handle the whole process, they can ensure it's done to their specifications.
