Can an engineer from any country in the west work in Moscow for their subway/railway?

I’ve recently learned of Moscow’s Central Diameters and would love to help connect its railway stations. However, Russia isn’t happy with many countries in the west so I’m wondering if they would be okay with an engineer from one of those countries working for them? Would it be dangerous in them being jailed post construction (like what the soviets did after their 1st subway was built) or if they fued with another countries government?
