Why do they charge double fees when you have enough in one balance ?

This is super annoying. I have $700 in USD and 0.52 in GBP. Bought a ticket in euros that took the whole GBP amount and the rest from dollars. They took 6 cents in fees and 1 pence. Why not just take the full amount from usd? Is it just to get extra fees from me? This is very irritating
