How much % feminine is enough to be a woman?

Like the title says, just how feminine do you have to be to call yourself a woman?
I feel like it'll be awkward around people to ask them to refer to me as a girl when I dress, look, act and talk like a boy.
I feel like it's a good idea to first start hrt so I got more to go off of.

Also what if I don't want to be a "girly" girl? What if I want to be what you would call a tomboy? Isn't that also an option?

I can guess what you guys will say but still... I'd be class for your input :)
