When is an Immortal Empires campaign considered "complete"?

I'm nearing turn 250 in a Tehenhauin campaign. I have *easily* the largest military, I've confederated Gor-Rok, Kroq-Gar and Tiktaq'to. I conquered Ulthuan more than 100 turns ago and assisted Oxyotl in claiming the entirety of the Southern Chaos Wastes. I have long since completed both Short and Long campaign Victories. I've conquered Brettonia and have strong footholds in the Empire. I am making progress in wiping out Chaos from the far north of the map and have sent two armies around the sea lanes to launch invasions in the far east. I have more than 600k gold in reserves and I make more than 40k gold per turn.

I've seen a lot of celebration over completions of IE campaigns, so I have to wonder; at what point can I call it 'completed'? Is it just the Domination victory? If so, that's actually pretty close at hand(260/272), or is there some other landmark achievement that is considered a victory condition?
