What happened to the fort mechanic from Medieval 2?

I loved building forts at strategic points on the map. It would be so awesome if we were able to build our own cities or forts on a map. Like for warhammer 2, I feel like CA took some creative liberties with the provinces and their minor settlements. I would have loved having a region with a capital, maybe some factual minor settlements and then the ability to create necessary outposts or hamlets based on the resources of the area.
