Are there stronger/more active vassals?

First time playing warriors of chaos was wondering if some of the Norsca factions are stronger vassals then other. Mainly because I have given my first vassal Aghol over 20 settlements and a gifted them a bunch of gold only for them to never upgrade a building line or really put a dent in any other faction without my help. I just got my 10th vassal and non have been as helpful as Goromadny Tribe. Successfully killing The Great Orthodoxy by themselves whilst just bringing them back into existence 10 turns ago they have captured 3 settlements.
