Need help with new baby tortoise!

Just got a baby tortoise and I'm having a hard time getting a direct answer on what temperature to keep his terrarium at. I have a heating lamp and heating mat under his tank with a temp guage on/off control. He seems so hot when the thermostat get to 80 but some sites say it should get warmer than that during the day. Any help is greatly appreciated!
