Is it possible to conclusively test if my ISP is throttling p2p?

I moved to a new place with a new ISP recently and I've been struggling, pretty consistently, with torrent speeds. My download speed generally tops out at 7mb/s (Steam, for instance has no trouble reaching these speeds), yet whenever I download a torrent the speed peaks at about 2.3 and hovers below 2. I've tried running speed tests whenever things are acting up, but my up/down speeds are as they should be, every time. I thought maybe I was just having bad luck with the particular torrents I was downloading, so I tried downloading some extremely well seeded torrents and once again.. Same crappy speeds.

The thing is, my ISP pretty clearly spells out their policies on throttling speeds and there is nothing in there that should be relevant to this issue. I've scoured google without finding any other people complaining of this issue with this particular ISP.. But I have no clue what else could be causing this to happen. :/
