Removal reasons for posts but not comments

Hello! I have a question about when removal reasons are applied. I moderate a subreddit on a throwaway account and the removal reasons prompt is only triggered on posts; removing a comment simply follows the regular functionality, but posts triggers the actual prompt.

I recently wrote some removal reasons for a subreddit I moderate on this account, but the removal reasons prompt is triggered by post and comment removals. Comment removals are much more common and they're done for a wide variety of reasons, so I was hoping to retain the posts-only functionality from before. Another moderator on the first sub has no idea why it only triggers on posts but not comments.

Any advice about this? Should it be triggering for posts only or for posts and comments, and in either case how do I change that? Thanks!
