How did Orcs learn to speak Westron?

I just re-read Appendix F, and... it states that Orcs simply borrowed language from other races, but my question is how? I'd assume that other races of middle earth wouldn't choose to willingly talk to an Orc, and vice versa. It also says that in the Third Age, they spoke Westron rather than Orcish. Did they learn to speak Westron from slaves, or did someone teach it to them?
