Tire*. Dirt bike tire.

I already have the tire off the bike and the old tire off the rim. I have the new tire, new rim tape, new tube, and two new rim locks, but for the life of me I cannot get the tire onto the rim. Honda east wants $150 to do it. I think that’s a bit steep. I don’t know where else to go.

Edit: it’s for an ‘03 wr250f which has two rim locks on the rear tire. The tire I’m trying to put on is a dual sort tire with very stiff sidewalls. I actually got the tire on once but couldn’t get the bead over the rim locks.. idk a good way to explain it. Anyways, in messing with it to get the bead over the rim locks, I ended up popping the tube, so I took it off and thought maybe the rim locks were the wrong size. They weren’t, but I bought two new ones anyways. I mean it doesn’t even have to be a shop, if anyone here can help me out I will pay you! I am itching to get back on the seat.
