I'm not talking about about black people specifically.
Living near a large population doesn't mean you have sufficient enough engagement to not see people as being part of an external group.
I'm from Toronto, the most multicultural city in the world. I was raised, surrounded by people from every corner of the globe. People still have a tendency to cluster in groups that are like them. Proximity doesn't necessarily confer familiarity.
